Why is ESET blocking my access to bank accounts and credit card accounts?

Please be more specific as to what you mean by blocking access. Is ESET alerting you with a red alert or how exactly  does the issue manifests?

the EST security screen comes up but then it does not go past it to the actual bank or credit card acounts

I assume you are trying to access your bank web site by URL directly from the browser you are using?

Try this. Open Eset Online & Payment Protection icon on your desktop. Manually enter your bank URL directly there and see if you can access your bank web site.

Also if you are using Hitman Pro Alert, it WILL interfere with ESET Banking & Payment Protection (don't think they will play nice with each other).
