Create user with permission set allow use license

Hi everyone,

I had a issue with permissions set on user.

My demand is cre ate 2 site and separate license for 2 site.

when i add user 1 to site 1 and create permission on this user but this user can see the license add before.(although i give full access to license)

My demand is user 1 just see the license of the site 1.

Please help me fix this.
