ESET Offline On Demand Scanner is not working?

like others on here, the new version of ESET scanner has missing GUI elements making it impossible to use - I deleted the appdata/user/ESET folder as advised, but the problem still occurred on a new download of it

can anyone tell me how to fix this? this is on a brand-new windows install

Did you delete the folder C:\Users\%user%\AppData\Local\ESET\ESETOnlineScanner prior to downloading it again? This is the only known solution to the above issue.
