I'd suggest creating a new network with "Network adapter type" set to "Wireless network adapter" under Network protection -> Known networks. Next create a new firewall profile with a generic rule blocking all network communication that would be put on top of the built-in rules to take precedence. Then assign the firewall profile to the previously created network.

If you mean could someone go to a shop and buy a wireless dongle and plug it in and it would automatically be blocked then no, You would need to apply a group policy to block USB devices that you haven't approved.

I suggest you do this via Win 10 settings as given in this article: https://winaero.com/disable-wifi-windows-10/ . This will allow you to easily reverse the settings when access to public Wi-Fi is required.
