Why is upgrading to 2 device more expensive for existing customer

Hi,

I bought 1 licence in Aug for 1 device and I have since bought another laptop and wanted to buy another licence. But buying licence for 2 devices as a new customer costs me less than adding 1 more device as an existing customer. Have I done it incorrectly or is this the policy ?
