However, you should be able to generate such log through Windows Performance Recorder. First you'll need to install Windows ADK from https://docs.microsoft.com/en-us/windows-hardware/test/wpt/windows-performance-recorder. During installation, select only Performance toolkit. Then run WPR and select the following options: Click Start, reproduce the issue with performance and afterwards click Save to save it as an etl log.
