ERA 6 policy rule counting

hi:

   I am leaning ERA 6 policy by checking system default policy rules. but I encounter rules counting question. as you can see in the attached screenshot, there are 4 rules listed, but ERA count the rules as 5. if I press the "delete" icon and then press the "+" icon, ERA count the rules as 4. is there hidden rule that I can not see  in the system default policy?
