MS Outlook is not supported yet when speaking about the antispam filter but will be soon. However, if you receive email via POP3(S), IMAP(S) or HTTP(S), it will be scanned regardless of the email client used.

will outlook 2016 be supported with Smart security 8 or do you need version 9?

Support for MS Outlook 2016 will be added via an automatic update for v9 only. V8 is no longer being developed but it's still available for download and updates will continue to work for the next couple of years.
