MDM - Organization Android Device with Policies

Hello,

In our company we use ESET PROTECT Cloud (Business-Premium) to manage and protect company Android devices.
The devices are already set up as device owner.

Requirement: Users should not be allowed to install any apps themselves, such as from the Google Play Store.
A policy has been created accordingly for "ESET Endpoint Security for Android".
DEVICE SECURITY > USER RESTRICTIONS (active) > DATA PROTECTION > "Block install apps" and "Block uninstall apps" (active)
 

These restrictions also work.
It is therefore no longer possible to install apps from the Google Play Store.
"The apps cannot be installed"
"Because of the settings on this device, you can't install apps"

But how can the administrator (manager) install apps on the device?
Can applications possibly also be made available remotely via ESET?
We do not have a corresponding EMM solution for this.

Another problem with this policy (setting), updates of the apps are no longer carried out.
These remain in "Pending ..." or with update error
"Failed to update"
"The apps cannot be installed"
"Because of the settings on this device, you can't install apps"
