Disable command line interface from task manager startup

I am trying to do some troubleshooting on my internet and I need to do a clean boot, so I am trying to disable all startup programs in task manager and this is the last one, but the disable button doesn't actually disable eset command line interface. how do I disable it, or is the disable even needed for a clean boot?

You can't, it's protected by self-defense. If you are having an issue that you are troubleshooting, you can temporarily uninstall ESET.
