Specialized Cleaner asks for permissions but then on Windows 8 64bit does not run.

That's because the specialised cleaner has not yet been released . Well be released in future beta updates. See this link, (scroll down a bit) : Known issues in ESET Smart Security 7 and ESET NOD32 Antivirus 7 (Beta)
