ESET says Location Services are off when they are actually on

ESET keeps saying Attention Required and Device Not Fully Optimized. I check details and it says Location Services Turned Off. It says to change settings. I go to Location settings and it shows that ESET has Location Permission all the time.  I have switched Location settings on and off several times and restarted device several times.  ESET says I still have the same problem. Pics attached. Thank you for any assistance.

Please open a support ticket via the built-in form and let logs to be submitted to ESET for perusal.
