Activation Fails

Activation doesn't work !!

I tried to follow the instructions but access to Google wallet is not possible .

It'seems to be a limitation of country (Brasil)

I tried the GPA code for Google play and typed the 2 words together and separated. 

The method won't work even if downloading the mp3 file (numbers )

There is no way I can activate the product .
