Azure Website pdf access blocked

Cannot access pdf download on UK company using Pelican Portal on Azure.  Have had many telcons with their tech dept but they cant resolve. Say it must be problem my end!

70+yr old non-tech ability. Can you help what to look for or do, is it being blocked by ESET?
