Apache HTTP Proxy

We have around 250 clients at the end of a 4Mbit satellite connection, so we are looking to minimize traffic as much as possible. To this end, we are using the Apache HTTP Proxy. However, our experience is showing that when a file is not yet cached, if multiple requests are made while it is being cached the first time it will pass them all through to the internet. Obviously this is not ideal. Is this behavior possible to change, or is using one client as a mirror for the others a better option?
