efs4500

I tried other versions，efs4.3 has the same problem。efs6.2 and eavbe4.2 both works fine，no this problem。By the way，when officially stop support the eavbe4.2。

EFS 4.5.12071 installed on win2003(32-bit), if turn on the WEB protection, software(just like flshget or fdm ) only can single thread download and not support resume broken transfer；when WEB protection is turned off, the software can multithread download，do not have this problem.
