I am having a similar problem - have to turn off the firewall to receive e-mail in Outlook 2019
Firewall rule:
Rule created for OUTLOOK.EXE by learning mode (4) TCP Any profile Allow Both C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE
Additionally, Interactive Mode no longer works - intermittently stops internet access and no interaction. Now it appears that the learning mode is non-functional (not learning) in latest update.
What is going on with Eset?
