You should create shortcut:
C:\Windows\System32\cmd.exe /C START /affinity 1 bds.exe -pDelphi
with Start in:
"C:\Program Files (x86)\Embarcadero\Studio\19.0\bin"

I can confirm that this option works perfectly.

I have the same problem. My version of NOD32 is: 11.2.49.0.
I hope that they will soon release the next revision.
I have been using Delphi XE5 for years and had never had this problem.
