Any settings to use Apple iCloud ?

My ipad 4 and Windows 10 has trouble signing in WiFi only being used.

 

Chasing my tail with Apple help !!! Any good sites other than Apple. Even a usenet group is useless.

 

Could this be a router port problem, Comcast ? A search here didn't help.
