I believe this has to do with the certificate pinning feature Chrome implemented a while back. You might want to "play around" with that setting in Chrome to see if it resolves the issue. Appears to be a conflict with that feature and the cert. pinning that is being performed via Eset SSL protocol feature.

I don't know this is related or no, but I get this error when I try to update Gmail emails on windows 10 mail app

Would it be possible for you to try installing Thunderbird and downloading email via it to confirm or deny that the issue is related only to Windows 10 Mail app ?

Thunderbird worked without problems, Windows 10 mail app works when I disable eset protection
