Web access and parental control not working

We have created the rules to block all site and allow specific sites but that does not work. Reset the setting to default and block the sites. At last we reinstall the Eset smart security. We have check the blocking using parental control but this too does not helped. we have created the setting at our end and tried to use the same on system.
