client of mine ran uninstall tool

to remove eset he said after 6 tries it failed to remove it and crashed. the tool worked great but he did not know to check his network settings and now can not connect. i have tried literally everything short of a fresh install to reconnect it but have had no luck. reset everything i can think of network wise. so what does this tool actually do and is there a way to fix this? i really do not want to have to reinstall win 10 because of this.

nevermind i fixed it. the problem was the tool left the lightweight filter behind. i did not notice this at first and uninstalling the filter immediately fixed the problem.
