Excluded notifications for a single program or for a single type

is it possible to exclude notifications, not globally, but only for a single program?

OR

I would also be fine with just blocking address-blocked notifications, which I don't care to see.

Not sure what notifications you mean. If threat alerts, then the only way how to suppress them is by disabling desktop notifications completely.
