Since I turned on "Record all blocked actions" in settings, HIPS log shows that "System file access to eset product files" is blocked every 1 hour. 

There are thousands of logs yet

Is this normal? ?

Yes, it's normal. This setting is intended only for troubleshooting HIPS-related issues and should not be enabled longer then necessary.

Please disable it and clear the HIPS log. If already too big, delete "C:\ProgramData\ESET\ESET Security\logs\hipslog.dat"  in safe mode.
