Why does the Phantom account not have some basic access prevention?

the phantom account permits my child to access the internet during restricted hours and also allowed them to install opera. I understand that the phantom account is a honeytrap, but surely it should not have access to any browsers or permit installations?

It is possible to configure the Phantom account in Parental Control to block websites you want like any other account but the phantom account needs to be looked up manually and does not appear in the list of accounts.
