Some problems of HIPS

I set up HIPS for a folder. When opening one of them. When XLS files, ESET reminds me that Excel wants to lock the file. Whether I click Allow or Deny, Excel can't open or exit the file properly, but the dialog box will appear again and again, asking me whether to allow or deny.😶‍🌫️

Probably it's a result of creating certain custom HIPS rules. Is the list of HIPS rules empty?

Yes, I did create custom HIPS rules. But other software, such as Powerpoint, etc., all respond normally, except for Excel.
