My dad has a multi device license  and as the license holder is letting me use one a license key on my machine which I have already activated and it shows up in my personal eset home account but with my dad as the license holder, ie he manages the license is his eset home panel.     Does the license holder/manager have any access to my machine or data?   Can they access or control my pc or data in any way?  What about device control?

When I asked him he said all he can do is manage the license.. activate or delete  and has no way to see or effect any changes on my machine that is using the license.   Is this correct?   Are there are risks in using a shared license?   Thanks in advance

A license can be shared via ESET HOME, not directly by giving the license key to somebody else. ESET HOME only serves for managing ESET licenses and activations for home users. It does not provide remote control of devices.

so a reseller who sells a key and maintains management of the key, aka keyholder, can not see my files or control anything on my machine?

A reseller should not manage the license keys of their home customers. MSPs may do that for business users. If they need to take control of their machine, the customer must allow RDP or install remote control software and grant access first.
