Does ESET do background scans like kaspersky?

I noticed that when I go inactive on my computer for like around 10 minutes, my pc makes noise and my cpu usage goes up to the 70-80s, but when I move my mouse it immediately goes back down. Is this malware or something more normal and common? Keep in mind, this is on a reinstalled windows which is updated and had nothing running.

Most likely you have enabled idle-state scanning:
