A New User Account Appeared on My Laptop

A new user account- JoePACCT appeared on my laptop. When I clicked on it, it sent me through the new account set up process. I stopped and deleted the account. Anyone know what this is? Thanks.

Couldn't it be that you have enabled Anti-Theft and created a phantom account?
