ScanWithAntiVirus reg key

When downloading a quote PDF file, I receive a "Failed - Failed to scan for viruses" message.
I found that changing HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Attachments\ScanWithAntiVirus value from 3 to 1, I can download. If I put the value back to 3, it fails again.

Can anyone please tell me if changing this value could affect the functioning of ESET Internet Security that I have installed?

Or if I can delete or rename this ScanWithAntiVirus key which may only be linked to Windows Security?

I just checked the registry key on my Win 10 22H2 installation with ESSP ver. 16 installed. The registry key doesn't exist. In fact, the Attachments sub-key doesn't exist. I therefore conclude that something else on your Win installation created these registry keys and set ScanWithAntiVirus to a  value to 3. Perhaps Outlook?
