Weird eset window moving animation

In recent months when i move eset window, it just seems laggy, but its functions are normal
(Other software windows doesnt lag like that when i move them)
Is this a bug or just sth wrong with my pc?

Example vid: (also attacted a same mp4 file incase link died)

Looks as if 2D acceleration was disabled in your system. Nothing has changed in ESET in terms of drawing in recent years and nobody reported such issue. We merely utilize system functions to draw windows and graphics.

I'd start with reinstallation of VGA drivers.

Is this a normal pc or virtual as I've seen some lag before with virtual computers

I had try to reinstall nvidia drivers but seems it didn't helped the situation, or this there any options I need to turn on in nvidia control panel?

P.S. Hardware-accelerated GPU scheduling already open in Setting - Graphics settings , but still didn't help anything

This is a normal pc 
AMD 5 3600 , nvidia rtx2060 , 16gb ram
