How to create a rule in eset protect to block all downloads=

Hello! 

We have more than 240 devices with eset and we need to block or restrict any downloadable file.

Is there any rule to perform that action?

It is not possible. You could block the download of executables by adding *.*/*.exe in the list of blocked URLs, however, this won't work if a file is downloaded by a script, e..g. if the url ends with "/download.php" for instance.
