Ecmds.exe Hash Integrity Errors

After update to latest Win 10 Cumulative Update Preview, i.e. KB5104023, I am now receiving ecmds.exe hash integrity errors at system startup time:

The question is why is ecmds.exe even running here? It wasn't prior to KB5104023 update.
