Eset Blocks Almost All Downloads From Download.cnet.com

Almost all of them are modified installers with some PUP included. Smart defrag 3 ,i.e., includes some 3rd party toolbar installer. By default ESET antiviruses blocks PUPs.

Because ESET NOD32 Antivirus did a good job avoiding PUA

I don't recommend to install IObit Smart Defrag 3 however if you really want to use it
you have to choose the option "Custom install", and then uncheck all bundle software when you install IObit software.

All other you said is right, but PUA must be enabled during installation. So it isn't blocked by default.

But you have to choose between disabling and enabling PUA during installation. (No value is preset by default)

Do not download from Cnet/Download.com. Their packed installers come with a toolbar. If you look closer at the download link there is a "direct download" link instead of the big green download bar. Best option is to download from on of these sites:
