Per User "Webcam Protection" Settings?

Is it possible to have per user "Webcam Protection" settings?  I have several users (wife, kids) on my machines who do not have (and will never have) admin credentials, so they cannot 'accept' the webcam protection popups - so I want to either disable the feature completely on a per user basis (i.e. I want to keep the feature on my own account), or only have rules approved by me deployed to non-admin users (e.g. Skype and Zoom allowed, browsers are not).  Is this possible?
