can`t dial and receieve calls

hi. phone calls, phone dialing application ,are blocked together with all the time-limited ones.
it`s not in the list of time-limited   applications.
how can i unlimit =unblock the dialer and allow dialing and receiving calls?

Please open a support ticket via the built-in form and let logs to be submitted to customer care for perusal. As far as I know, the operating system prevents certain applications, including the call app from being restricted/blocked.
