In the Above Image, Can any one explain what does that option do - Highlighted.

I assume you created a new user profile, probably it's a minor visual bug.

Here is what it does:

• Enabled: Shows a graphic user interface.
• Disabled: Shows a simple user interface that only contains all necessary "graphics". Mostly there is shown only text.

MrHacker meant the 3rd state with the box. Most likely it's just a visual bug that manifests when a new user profile is created after installation.
