1 licence 2 devices

If I have 2 devices that I use can I download my 1 user licence onto both or do I have to have 2 licences

You can install ESET on as many computers as permitted by your license. Ie. if you have a license for 1 device, you should install it on 1 computer at a time. In case of ESET Mobile Security you are entitled to install on up to 5 mobile phones if I recall correctly.

Does it mean that if i have license for 1 device , i can use it for 1 pc and 1 mobile  or just only 1 mobile or only 1 pc ?

Basically yes. However, ESET also sells packs for a lower price per device. As for ESET Mobile Security, if you purchase 1 license from Google Play you are entitled to use it on 5 mobile phones that use the same GP account.
