Please collect logs as per https://support.eset.com/en/kb3404 and open a support ticket with your local ESET distributor. The distributor should pass the logs on to ESET HQ for perusal.

I have ESET Endpoint antivirus with web and email protection disabled and I still get this, I don't know why I need this VPN installed if I have this feature disabled.

It'not a VPN but the network protocol filtering  system extension which is registered in the system in order to scan http/pop3/imap communication.
