Maybe it has something to do with the license you've used for activation. We do not sell to Iran. What is the public ID of the license you've used?

Maybe the date/time of his system is wrong. On the screenshot, it says 22.11.1400

1400 is an Iranian format of the year. 

Also, ESET has official re-seller in Iran.

Hello.

You can find your Licence ID by going to the "Help and Support" tab,

then clicking "Details for Technical Support".

The Public ID is displayed in the "Licence ID" field in the form XXX-XXX-XXX

Hello.

If you believe that you have a legitimate key then provide the Public ID for Marcos to check.

However, there are no legitimate ESET resellers in Iran so your key would almost certainly NOT be valid.
