Reload rules / Clear 'temporarily remember action' items

Is there a way to clear all ‘temporarily remember action for the process’ rules without rebooting?

 

Or put another way: is there a way to re-initialize the active set of rules contained in the rules definitions without a reboot?

 

I have run into several situations where communication is being blocked and there are no ‘permanent’ rules defined that would block the communication.  This is communication normally works, but sometimes becomes blocked for unknown reasons.  Disabling the firewall allows the communication; simply rebooting allows the communication.

 

So I’m wondering if there is a way to re-initialize the rules on demand?
