can't get rid of pop up: "24 x 7 help"

And yes, my pop up blocker is on (Windows 7).  This site seemed to be malicious for when I called they wanted to clean my computer and gave me a reference number and then  I noticed on their site a note from Microsoft that this may be a dangerous site, etc.........I hung up.

I have actually seen this 24x7 help application on a computer before. It is a small picture of a man with a headset on and it appears on every window in the top right corner.

24x7 help should be in the Programs and Features list in Control Panel.

Start from your desktop with nothing open and follow the steps below.

Step 1: Click the Start button in the bottom left corner of the screen

Step 2: In the search box type  appwiz.cpl and hit Enter on the keyboard

Step 3: Find 24x7 or 24x7 help in the list and double click it to start the uninstall process

Hi

If that file 24x7 is so annoying, can it then not be marked as a potentially unwanted program? Then we at least can have time to a second thought ! (Janus has come up with the MD5)
