Window server 2016 standard

I have installed the standard Windows 2016 server with 6 RDS users.
Suddenly, this slows down and performance is poor; some services also stopped after restarting.
I checked the CPU Resource Controller 2% 32% of the RAM and the use of the disk is 48% when the execution of an application is frozen and RDS stops responding, so we have to restart the server without knowing what is happening.

Do you have ESET File Security v7 installed? Does temporarily pausing real-time protection make a difference? If not, what about temporarily disabling HIPS and rebooting the server?
