Can not create license offline in ELA and EBA

I tried to create offline file in ELA and EBA, but progress was still loading. Please check and resolve this problem.

The issue has been resolved, you should be able to generate the offline license file now, can you confirm?

I already created the offline license file. Thank you for support.

I am also experiencing this issue.  Just migrated to EBA and want to be sure that it works how we need it to before doing our other licenses.  Still get the spinning action as above.  Also cannot remove one of the files at all.  Any assistance would be appreciated.

@Sean L Does this issue still persist, or it was resolved? If not, can you please send me the Public license ID of the affected license?
