Hanging notification - app scanning (Instant apps)

Hi, i want to ask if it is a normal behaviour, that notification for application scan (after automatic application update via Google Play) is hanging for a longer time. In screenshots you can see that time is 12:31 when scan is still going, but in Activity Log there is already item with 'No threats found' for this App update - with time 12:12. Also in Google Play settings I have disabled 'Auto-update apps', so only Google Play and services should be automatically updated. According to what I have searched about this application it seems very strange at least - it doesn't seem to be official, I have not installed it and it's not possible to disable it or remove.
