Prevent users from blocking scan on demand

I would like to prevent users from blocking scan on demand.
Is there any way to do it from eset remote administrator (server and web console version 6.4.*, endpoint version 6.4 or higher ) when users have full admin privileges on their machines?  I've tested "settings password protection", but it is not enough because I can still cancel scanning.
