issue with win 8.1 activation failed : we could not reach the activation server 20003,20019

hello
i have problem activation in win 8.1 

i've get error code : ecp 20003 ,20019

we could not reach the activation server for several time in different PCs 

and for resolve this problem i do installing last version of eset internet and 
netsh winsock reset but it does not resolved
