Email quarantined as spam because CC email address appears on cloud blacklist?!

An email has been quarantined by EMSX, not because of where it's come from (Outlook.com) but only because the CC email address is on a cloud blacklist. There's nothing in the email body that's of spam origin either; it's a legit email.

Why is EMSX blocking emails that do not originate from a spam source?

I don't know why you would want to block an email based purely on the fact one of the email addresses it has been sent to is on a blacklist - that makes no sense.
