Hi,

If there is no chance  for the client to contact the server (eg: user travels always ) ,and the user wants add his own rules  like firewall . 

How can I create a package for the above scenario

Set Append in the policy next to the Rules settings if you want user's rules to take precedence over the rules set by the policy or Prepend for the policy rules to be applied first :

That should work with Endpoint v7 and newer.

Also, please note, that this would work only in case, the installed application is Endpoint V7 and newer.
