HIPS problem with specific cygwin programs

I'm using EIS 11.2.49 on win7 64bit. HIPS was set to interactive mode. When I run specific cygwin programs, EIS keeps showing interactive window even I've added rules for those programs.

Reproduce steps:

1. Install cygwin environment. You can download the installer here: https://www.cygwin.com/setup-x86_64.exe

2. Open Cygwin64 Terminal

3. Type the command: man ls

4. HIPS says bash.exe is trying to access some programs, including sh.exe, groff.exe ...

5. Choose create rule and remember permanently,  allow the operation

6. Repeat step 2 & 3

7. HIPS interactive window shows again
